    We thought you would want an update on how the Winchester development has responded to the recent flooding of Burke Spring Branch, from the culvert under Hutchison Street to Brooks Square development.
     
    Last weekend's torrential rains in a short period of time overcame the erosion and silt controls put in place at this early stage of the Winchester development.  As a result, Burke Spring Branch silted up from our street to Kirby Road (3 inches of silt in some places).  On Monday the Winchester project manager, Joe Houk, assigned ten crews and trucks to begin manually cleaning out the stream.  You perhaps saw the trucks parked on the Hutchison circle as well as Kirby Road this week and the many men hauling dirt out in buckets and spreading ground cover along the stream banks.  That process continued through today when high pressure and vacuum equipment was brought in to pressure clean the culvert under Hutchison.  The silt was vacuumed into a storage truck and removed. 
     
    Jack and our HOA president Judy were able to speak a number of times at length with county and Winchester representatives yesterday.  Jack met with Joe Houk again today.  We have learned that the check dams will be renovated and they expect these efforts to contain all seasonally normal water flow from the development area throughout construction. A permanent water management pond is being constructed and will be the permanent answer to strong rains each year. Judy asked that a temporary fence be placed around the water management area during construction since it could become an attractive nuisance to young children.
     
    At the completion of all construction, the water management area is designed to handle effectively up to 100-year events, collecting silt and allowing typical ground drainage.
